A Big County With Two Kinds of Jobs
Spray Foam Insulation in Chesterfield covers the whole county, from Chester and the Courthouse area to Midlothian, Bon Air and Brandermill. Chesterfield County has no incorporated towns, so when people say they live in Chesterfield, they could mean almost anywhere in its 423 square miles of land between the James River to the north and the Appomattox to the south. Our work here tends to fall into two groups: new construction and additions that must meet code, and older homes from the county's first big growth waves that need their insulation brought up to date.
Chesterfield's attic code modification
On December 12, 2024, Chesterfield County's Building Official issued a standing countywide code modification. Applicants building under the 2021 Virginia Residential Code may use the ceiling R-values from the 2024 International Residential Code instead: R-49 compressed or R-38 uncompressed. The county's reasoning was that the 2024 IRC lowers the ceiling value for this climate zone but adds other efficiency requirements. No individual request is needed to use it.
For a builder or homeowner adding space, that changes the math on attic insulation. We can quote to the county's modified values, or to the higher 2021 VRC values if you want more insulation than the minimum. Either way, the depth at the eaves and the air sealing at the top plates matter as much as the number on the permit.
Older planned communities
Chesterfield has been growing for a long time. The county went from 209,274 residents in 1990 to 364,548 in 2020. Brandermill, approved by the county in 1974 and begun in 1975, was its first planned community and was named the Best Planned Community in America in 1977 by Better Homes and Gardens and the National Association of Home Builders. Homes from that era and the decades right after it were built to much lower insulation standards than today's. Typical upgrades we quote in those houses:
- Air sealing and a blown-in top-up over thin attic insulation
- Closed-cell foam on rim joists and crawl space walls
- Foam on kneewalls and sloped ceilings in finished upper rooms
- Removing old insulation that has been soaked by roof leaks or damaged by pests
Crawl spaces and humid summers
Central Virginia summers are long and humid, and many Chesterfield homes sit on vented crawl spaces. Building Science Corporation recommends against venting crawl spaces to the outside and calls for a sealed ground cover with insulation on the perimeter walls. We follow that approach: seal vents and gaps, lay a taped vapor barrier, and spray closed-cell foam on the walls and rim. It keeps floors more comfortable and ductwork in a drier space.
New construction and additions
On permitted projects, insulation is inspected before it is covered. We coordinate with your builder so foam is installed and cured on schedule. For walls, we can spray open-cell or closed-cell foam depending on the R-value target and wall depth, and we will explain why we picked one over the other.

Chesterfield County Facts
- County attic modification. A standing countywide modification issued December 12, 2024 by Chesterfield's Building Official lets applicants use 2024 IRC ceiling values of R-49 compressed or R-38 uncompressed instead of the 2021 Virginia Residential Code values.
- Decades of growth. Chesterfield County grew from 209,274 residents in 1990 to 259,903 in 2000, 316,236 in 2010 and 364,548 in 2020; the Census Bureau's 2025 estimate is 397,148.
- Mostly owner-occupied. About 76.7% of Chesterfield housing units are owner-occupied and 88.7% of residents lived in the same house a year earlier (Census ACS 2020-2024). The county had an estimated 153,940 housing units in 2025.
- Brandermill's start. Brandermill, Chesterfield's first planned community, was approved by the county in 1974 and construction began in 1975. The Brandermill CDP had 6,003 housing units and 13,730 residents in 2020.
- Old county, no towns. Chesterfield County was formed from Henrico County on May 25, 1749. It has no incorporated towns; Chesterfield Court House is the county seat, and Chester is its largest community.

Chesterfield Questions
What attic R-value does Chesterfield County require?
The 2021 Virginia Residential Code sets the base value, but Chesterfield's December 2024 standing modification lets applicants use the 2024 IRC values instead: R-49 compressed or R-38 uncompressed. No separate request is needed. We can insulate to either standard, or beyond it.
Is the county's lower R-value enough for my existing home?
The modification applies to work built under the code. For an existing attic, the Department of Energy still recommends R-60 for an uninsulated Zone 4 attic. When we top up an existing attic, we quote the depth you choose and explain the R-value each option reaches.
My Brandermill-era house has cold floors. What helps?
Homes from the 1970s and 1980s often have little or no insulation at the rim joists and vented crawl spaces. Sealing the crawl space and spraying closed-cell foam on the rim and walls usually helps more than adding batts under the floor.
Do you cover all of Chesterfield County?
Yes, from Bon Air and Midlothian to Chester, Chesterfield Court House and Ettrick. The county borders Richmond to the south, so most of it is an easy trip from the city.
